Why is my dog's hair gone?

He is a little terrier. He looks like Toto from The Wizard of Oz. He scratches all the time. I don't believe it is mange. He has no hair from his shoulders back to his tail. He does have hair on his legs, face, ears, and tail. He sleeps most of the day. He is up a lot at night scratching and stirring around. He acts like he can only see your feet. When he goes outside, he only stays long enough to use the bathroom. I think he is going crazy from this. I have searched the internet to no avail. Please if anyone can help, I would sincerely appreciate it. Like I said, I am confidant it is not mange. I have other dogs in the home and they have none of what this dog has. Please help.

if its from grocery store or Wal Mart its crap food loaded with possible allergins

avoid beef, soy, pork, wheat, corn, by-products, meat meal (unknown kind of meat source)

food should be Chicken Meal, Turkey Meal, or Lamb Meal as first ingredient - it should have Rice second... and none of the above ANYWHERE on the lable.. infact Lamb is usually the best for dogs with allergies

even some foods sold at vets/pet stores have the bad ingredients so read the lables... also check the treats, obviously pigs ears or rawhide could be the problem

and lice or fleas??? but probably the other dogs would also have the problem
