I have my baby hold still, grab the hair that needs to go, and cut if off with a pair of household scissors. Just make sure you round it right and make it even. They tend to look quite odd if you don't, take my word for it. It isn't that difficult but if your dog is, grab an electric shaver and trim it that way while you keep a death grip on the dog with your legs and hold his head with your free arm.
