I have a dachshund and the hair between his toes is really long. I was wondering if I cut the hair will it help keep him cooler?

Well it help? Well dogs lose heat through the pads in thier feet, so it would stand to reason if more air could get to his feet and not have to go through hair they would cooler. How much cooler I don't know.
