There is a little muscle at the base of the hair and when a dog gets excited, this muscle contracts and the hair stands up -- usually it is sort of a fear based thing as dogs tend to want to try to 'look bigger' with this reaction so it might be that your dog is insecure about interacting with other dogs as often occurs when a pup is removed from its littermates prior to about nine weeks or so as they learn how to interact with their species during their 8th week of age or so. Just love him and everything will be fine :)

its a instinct reaction. My dog does it whenever he thinks there maybe trouble or if someone or another animal is his territory...I asked my vet asst. she said its like when we get goose bumps its their errector pilei muscle working...it is completely normal if you notice the hair close to his or her tail will also stand up.......
